Seems normal practice for Dell to use the recovery partition as system. I wouldn't be concerned about that.
Always a good idea to make your own images. Best free imaging program is FREE Backup software for Windows 7, 8 and Server 2008 R2, 2012
Are you saying there might be no concern with the partition? I did a reinstall using it a few days ago and everything worked ok.
One thing I have noticed is that I was testing if system restore affected the file size of any recovery disks made from the partition. There was quite a difference in file size when I created disks from the partition with and without system restore having made restore points to it.
Not sure if this has any negative effects but there is a definite file size difference which makes me suspicious.
