Task Bar Issues - Basic

Ok, when I have program (firefox) pinned to the task bar, I click the icon and it opens to an new window. This is what I want. I have another laptop running win 7 (64) and on this when I click the icon (firefox) in the task bar, it opens directly on top of itself. How do I make it so it opens to the new window like my other laptop. I hope this makes sense, I am sure its an easy fix and am looking for any help.

Taskbar
tab | Taskbar buttons selection box| set identical to the setting on the computer that works like you want
