taskbar and control panel issues

Windows 7 home premium

When my computer "comes back" from screensaver, the taskbar is missing.

Also when I click start, control panel, it does not open.


Wondered if the 2 things are somehow related so posted both here

Maybe your taskbar got hidden. Run your cursor all the way down on the screen and see whether it shows up. Then right click on it and lock it.

Probably a corrupted account. Open another account and I bet the control panel works.

If so just tranfer everything to the new account and cancel the old.

sorry, I should have mentioned that the taskbar is not hidden and it is locked

I have not seen this problem but if you turn off the screensaver does the
taskbar stay visible?

How can I open a new account when I can't access control panel

can you get to control panel through safe mode?

Go to search, go to, all programs, go to accessories, go to system tools, go to control panel

You may be able to get in

I can get into control panel in safe mode. Assume this means there is something installed which is causing the problem

Can you start an elevated Command Prompt?

Same thing happens when I click on start, all accessories, windows update. It just blinks and goes away.
