Taskbar application issue (includes a video clip)

i am having this verry anoying issue where when i click Anything / applications etc
that is minimized, its impossible to make them maximise.

i did google searchs for help regarding this and all i could find was different task bar issues and not mine..

i am getting really pissed off of this i never had this happened with any other windows

[i am using windows 7 64bit btw]

i have recorded a little clip of me trying to maximise msn messenger windows
to make all of you see for your self whats happening

i know the video quality is shitty but.. i made it the lowest rez to make it a small file to upload quiker

If you haven't done so already, I suggest a system restore to get to a point before the troubles began.

A repair install may also do the trick, if no-go with the system restore.

Does it work fine if you try it in http://www.sevenforums.com/tutorials/69585-safe-mode.html?

If yes then it will probably be software/driver related, Jonathan_King's 'System Restore' suggestion should cure this providing the computer is restored to a date prior to this issue starting.

unfortunatly no i cant use system restor because i never use this to save.

as for the "safe mode" i cant tell i didnt try .

you see when i start my pc it dosnt do it. i can be a month without that problem or simply a few hours. never know

then all sudden, BooM! it starts to happen i dont want to format....

there is something i do or click on that causes this and i really want to know what
the cause is

As for the system restore...

Have you checked to see if you have any restore points?
You may not have created any but your system may have created System Checkpoint restore points.
Or are you saying that System Restore is disabled?

its disabled. and even if it was active i wouldnt of used it.
ive had this problem far too long to restor to any previous date.

thats the problem. i have no idea when this started all i know is that it wasnt recently it was a while back and i keeped on rebooting to fix the prob. but now am fed up.:(
