Taskbar Colour Problem

not sure if theres a thread for this but i was looking about and it seems i cant change my taskbar colour anymore

when i go to the control panel and go to appearance then window colour i get this box :



when i did used to get this :



so now i cant change the taskbar colour cause ive got the wrong menu , does any1 know how to fix this


EDIT : Found The Problem , I Was Using A Program That Run In Windows 7 Basic And Never Noticed , Sorry.
