Hi there, this happens when the process "explorer.exe stops responding. (It happens sometimes with my PC as well). To check what's causing this issue, download and install Process Explorer to see what's running under explorer.exe and accordingly eliminate this issue by removing that product.

Regards,
Dinesh.

Dinesh,
Does he have a wireless mouse and keyboard.
Sometimes I have to change out batteries in both when things are getting stuck as OP described. IMO

That's another good point Dennis. He can certainly follow your advice to check if that's the case. I had this issue and surprisingly, when checked using Process Explorer, it was an ESET antivirus process (egui.exe) causing this issue. After uninstalling ESET, this issue never recurred.
