Taskbar icons don't respond after Startup till I click at desktop

I hope someone will be able to help me with advice.

In Windows 7 64bit (installed today) task bar icons don't respond after Start up.

BUT if I click just once anywhere on desktop surface, or if I double-click any icon
on desktop, upon that all task bar icons start to respond normally!?

Any idea how to get it work properly?

Sounds like the focus is somewhere other than the Desktop.

If you click on a Taskbar icon twice, not double click, but click once, wait a sec then click again, does it work?

No, it does not.
But if I click just once at wallpaper anywhere on screen, and then click any Taskbar icon, it works!

Try creating a new user account to test with, see if the problem exists there. If not you could keep the new account and copy everything from the old to the new, then delete the new after you are sure all is well.
