Taskbar not "unhiding"

I have a "sometime" problem with my taskbar. I have it locked and set to hide. Sometimes it will not unhide when I move the mouse pointer down to the bottom of the screen. I then have to close what ever screens are running to get to the taskbar.

This only seems to be a problem from once a day to once a week.

Any ideas?

I get that once in a while, usually after running a process in full screen mode. Pressing the Windows key brings it right back up though (for those instances mouse hover does not seem to want to work.) It goes back to normal after that press.
