Is there any way to get a custom toolbar out of the bottom system tray/taskbar?

Right click the Taskbar and select Properties. On the Taskbar tab select the position from the "Taskbar Location On The Screen" dropdown window.

This will move the entire task bar, I just want to reposition the custom one I created.

I think I'm saying it wrong. I want to reposition the custom TOOLBAR I created. Not the entire taskbar.

I know I can slide it back and forth, but I want to have the Toolbar across the top of the screen and the taskbar on the bottom of the screen.

Sorry, that is not possible in Windows 7.

You can use a free 3rd party program like Nexus or RocketDock to have another toolbar at the top with any shortcuts in it that you want instead though.

I hadn't had ny first cup of coffee at my first post, and I read toolbar as taskbar. I don't know anything about Nexux, but I prefer Stardock ObjectDock over RocketDock.
