Taskbar "stuck"

I moved my taskbar to the top of the screen and now it wont move from there. Even if I right click and go to properties and choose Left, Right, or Bottom, it doesnt move. I hit apply and nothing happens.

Any ideas?

Nevermind. I had to restart explorer.exe for some reason. Now everything is okay
