Hi,
After a google I found this Central Driver - Techwell 6802 OWL-6804 you have to jump through the "captcha" hoop but it will take you to a driver for winxp, it may work in compatibility mode! :sarc:
Also found this DVR 4000, Techwell Chip 6802, cant install drivers on Windows 7 - Microsoft Answers which lead me to this My Sambol: DVR 4000 H.264 CCTV card setup files :sarc: not sure if its of any use but you never know
