i have hp laptop core i5 and the temperature 71-81 C is it bad ?

the temperature is not under load and no charger plugged in and this laptop is new i bought it 3 months

Im scared to ask you to put it under load. Those are extremly high temperatures even under load. Does you laptop 'feel' that hot underneath?

yes its my laptop.
hp changed the motherboard to me before i think it stopped because of the heat
but its a new laptop that should not happen
my brother has dell laptop and the tempreture is 30 - 40 max

YES I have but this temperature is high since weeks and im using this laptop with no problems but some times when the temperature reach 90 it make lagg

That is because the laptop is throteling back.. This happens so the cpu protects itself- get the app on android and shut the pc down after you have logged in on your phone

What do you have your laptop placed upon? A bed, lap or some other form of material or fabric which could blocking the air vents on the laptop?

I would advise you raise the back of the laptop slightly to improve the air circulation, and also ensure the air vents on the case are getting sufficient circulation of cool air entering and hotter air leaving.
