Text Size and Screen Resolution

So, my resolution is set at the highest it can be at 1080x1920. My text size is set at medium (100%) of the size. There is an option for small, medium, large. The problem I am having is everything on my screen is small. I notice mostly on browsers. I obviously can make the text bigger by using CTRL+, but every time I do that the pictures and graphics are pure blurry. I also have a desktop and this is never a problem. My desktop screen is 1080 but is 21.5 inches. My laptop is only 15.4. Is there any combination of things I can do to make the browser picture bigger and clear?

Still is blurry. I even set it at 140 DPI.

When on IE, bottom right near clock, trial and error with the percentage.

Look at the wireless Icon its the signal lines are lumped together. It is so annoying.

Lets test with IE. if it works we know its not the monitor. Chrome probably has something similar.

Even in IE its blurry when adjusting that. At 100% where it is clear, it is so small. At anything above 100, the text is clear, but the pictures are blurry.

The text is always clear, no matter what size the resolution is or how far I zoom in. It is the pictures and graphics that get blurry. The text is perfect, any graphics get blurry and lines appear under them. When I zoom it so I need bi focals to read them, then its clear. Undreadable but clear.
