"The specified module could not be found"

Whenever I try to run an application or such I get the error message "the specified module could not be found" along with file path to the file i was trying to run. I think I found the solution to this problem already by looking around forums. I was going to try and replace a possibly buggy .dll file (srvscv.dll). I downloaded it and tried to replace it in System32, However the permissions on those files for administrators is set to read only, and when I tried to change permissions of the file I get the error message "Cannot open access control editor. The specified module cannot be found." I have no idea how to fix it because "the specified module could not be found" was the error I was trying to correct by installing this new .dll which I can no longer do apparently.

I am running Windows 7 Home premium 32bit
the files where I get the "specified module" are seemingly random .exe files (openoffice installer, Winrar Installer, Cheat Engine) but I can still run things like Minecraft, I want to be the guy, and most games it seems like.

It said I needed to be an administrator to run that system, but when I tried to run command prompt as an administrator I got the same "the specified module could not be found" error. I can open command prompt regularly It just won't let me run it as an administrator
