The touchpad on my laptop wont scroll

This isn't really hugely problematic but its starting to become really annoying whenever i go into the control panel to look at the mouse settings it says:
Unable to connect to the synaptics pointing device driver

i have tried reinstalling the driver but nothing happened

any help would be greatly appreciated :(

oh also the windows on my laptop keep going over the taskbar that is unrelated but that's also irritating and i don't know how to fix it and its making the task bar pointless because i have to minimise everything to find it.

For the Taskbar: right click the Start button (lower left corner) and click properties, click the Taskbar tab, and make sure the "autohide" checkbox is not selected.

For the scrolling problem: did you reboot after uninstalling the driver, and do the reinstall after booting?
