The User Service service failed the logon

Hi All
Just finished uninstalling certain things i did not need any longer and when i was done i started to notice that my desktop items dissapeared when i refreshed the desktop and My Computer complained about the location of login details. (I cannot remember the exact error) now when i restarted my computer i recive the error at the welcome screen saying "The User Service service failed the logon. User cannot be loaded"
Ive researched this error and many things talk about starting in safe mode which i have managed to do but nothing else seems to be clear from there, if anyone could help me from that point on it would be much appreciated.

ive attempted to follow the tutorials but everytime i get to the step to type in "regedit" into the start search, nothing comes up. i also have the error message i recived and still recive in detail.

"C:\windows\system32\config\systemprofile\desktop refers to a local unavaliable"

I continue to recive this upon start up in safe mode and opening anything within "my computer" im beginning to think the only solution to this issue is to reinstall windows which may be a problem :S
