Theme not Changing?

I am sorry we have tried all I can thing of. One of those guides should have done it. Hopefully someone else has a idea your PC is being stubborn.

This problem is bugging me are you running as Administrator or user

Well, yes, group policy isn't there in home premium, sorry.
Do you have the UnsignedThemeService running in task manager? If it's not there i.e. not running, then type services in start search and select services option, find that service and start that. Set it's startup type to automatic.

other than a fresh install or refresh to factory setting (a lot for a theme) to start fresh

Ezio Auditor, I did as u said i cannot find that service in processes nor services. I uninstalled rebooted an tried again an rebooted yet, i still cant find that service?

I think EzioAuditore has it that service is for UxStyle I just uninstalled it & it was gone from service you need to
#1 uninstall UxStyle
#2 restart
#3 disable UAC
#4 restart
#5 install UxStyle x64
#6 restart
#7 enable UAC if you want to

and see if that is in services (theme will work)

That service is responsible for installation and use of custom, unsigned themes. If its not there, your times wont gonna work.
Follow Bongo's advice and see what happens. If you still face problems, try to run the installer as an admin.

Ok i did exactly as u said an the service is their, but i tried the red fusion theme an the one i gave you and its not changing still??

Maybe I'm missing something here but I made a custom theme and never had to jump through any of these hoops to run it.

I simply put the theme's into a folder in My Pictures then went to desktop>right clicked desktop then choose personalize>clicked desktop background lower left>choose browse then find and click on the file I set up in "My Pictures" with 400 theme pictures which I compiled from other theme's. Worked for me without any problems.

I think you are talking about wallpaper we are working on a custom theme where is changes the start menu, taskbar, explorer ect.

I encounteres a similar issue as yours but slightly different. In my case, the themes changed but retain the basic look and not the aero, however the inbuilt aero themes worked. What i did to solve that was I stopped the Unsignedtheme service via task manager and started it again. After a couple of switching between inbuilt aero themes and custom themes, the problem was solved. You can try this and see if it helps.

Is Desktop Window Manager running in services (screenshot)
after that do this

1. Click Start.
2. In the Search box, type: Aero and press Enter.
3. Click on Find and fix problems with transparency and other visual effects. It should be under Control Panel search result.
4. A new window named Troubleshoot Computer Problems – Aero should appear. Click Next.
5. The wizard will try to solve those issues preventing you from enabling the Aero Theme.

So what he means that every theme comes with these two files- one .msstyle folder and one .theme file and you've to make sure that both files are there in c:\windows\resources\themes folder, double click the .theme file and it'll get applied.

why don't you have file extentions set to show?

Yes i have both and Ezio Auditore, my problem is like how yours was, when i click the custom theme it does flicker the screen but nothing changes.
