Solved Theme problems

Hello i am new to windows 7 forums. Well i have a Windows 7 Ultimate x64 and I created a new profile.and when it started up the desktop taskbar and start icon was windows 98.So i thought it was just a glitch so i went to go change themes and no themes show up. but when i go to C:\windows/resoruces/themes they are all right there so it says desktop backround loading color bar loading screen saver loading and sounds just say loading. i checked out my computer for viruses none were listed.So i go back on my other account and the theme does not work either so i dont know what to doi called microsoft they said t obuy there plan and i said no so that is that and i really need help Here os a pic

Welcome to Seven Forums Thomas elric. Try this 1st:

Start> In search box type services.msc> Enter> Scroll down to Themes> Make sure the service is started, and set to automatic

If the service is running, suggest you try the System File Checker next
