Every time I apply a theme it doesn't stay selected, it makes a "Custom" one. Is this normal or a bug?

UPDATE
I just heard this (my sound is down most of the time), but it does the "Windows Explorer Starting" sound when I change themes. Almost like maybe it's restarting explorer.

Ironically, the same thing happens to me. On top of that, it does not apply the color that comes with the theme. The theme will instead go to a silver or a black color.

At least I know I am not alone with this problem!

In a recent Windows Update, this problem has been resolved with my computer. :D

However, I'm not sure of the sound thing. That does happen to stay the same. Might be part of the theme.
