[Theory]Messing with .exe's default program

:sarc:yesterday i had a dream: i changed the default program for .exe extension and nothing worked
so in reality, if i change the default program for .exe files(like we do with other files open with,...), what might happen?:sarc:

actually they already came true with a friend...
he set the exe files to open with file explorer so now when he starts his computer he gets tons of explorer.exe in task manager
btw he opened task manager from windows using the task manager ( open task manager with task manager)
and that's the only thing that worked
so is there anyway to revert what he's done?
no system recovery, no win7discs, no system repair disk, etc...
cant he fix it manually?
