Things don't seem to save upon restart

For some reason when I move the pinned start bar icons around they never stay there... After the restart they always go back to their original position. As well, sometimes (not always) desktop icons go back to their original formation.

Why is this happening?

At which level do you have UAC (User account control ) set?

I have the same problem and I have my UAC set to Default.

The only problem I have is with my desktop icons. Everytime I restart my computer they get realligned back to the left instead of where I arrange them.

No, I don't have auto arrange on.
