Solved This action cannot be completed error message

I keep getting the message this action cannot be completed because the other program is busy.Choose "switch to" to activate the busy program and correct the problem. This pops up on my Desktop when I first log in. When I click on "switch to" my Start programs open. It doesn't seem to be causing any other problems, other than the fact I would like to know why it is doing this.
If there is already an answer for this, can someone just point me in the right direction? Thanks.
