One more idea. Check your system clock.

I don't think it's a system time issue. My clock is set for regular updates and I manually update it frequently when I set my watch.

Certificates can sometimes get corrupted, and your base IE options changed,
try these
1 Clear SSL state 2 restore defaults (see screenshots)

By the way certifactes are updated via windows Updates are you blocking any that relate to IE or server .

It would appear to be a DNS issue then.

This is a Dec 2015 clean install. I'm not blocking any important updates related to IE or server.

I've cleared the SSL state and reset IE back to default.

It's my understanding that the problem bypasses the browser when you do ping checks from the command prompt. I suspect this is a network configuration setting issue.

You are most likely correct but why not click anyway. It only takes a few seconds?

I don't see where you answered this question of mine:

.....Do you have another device that you can use to try and surf to the website of interest? Perhaps a cellphone or tablet. Or maybe ask a friend to bring a laptop over as a test. If multiple devices have problems reaching the website while using your network - then we can stop looking for problems with your desktop.

I can get to the website using IE8 on an unpatched W7 SP1 OS with the date/time off by more than a year. It is not a secure website. I doubt that certificates or date/time matter.

The packets seem make it out of your network, the problem isn't inside your network (in my opinion)

Traceroute shows packets get as far as University of Chicago 192.170.192.26 - then nothing. Maybe they blocked your ISP or IP address range. Just a guess.

I've got the same problem in Safe Mode with networking.

I've got Verizon DSL. My IP address changes over time.

I used to be responsible for blocking spammers from a forum which was part of one of my employer's websites. I can tell you that it is possible to block an entire ip address range (or ranges) rather than a single ip address and also block particular servers.

I'm not saying that this is what has happened in your case - just that it is possible.

They may take the view that they block every connection from a particular ISP of ip address range due to previous problems from troublemakers. Or maybe it's something else.

How about:

http://128.135.44.111/Thayer/E/home.html

Do you have a neighbor that also uses Verizon DSL? Maybe you could ask them to test the link.

It would help the troubleshooting to get a second computer/phone/tablet involved.

BTW, thanks for the NSLOOKUP info. I was hoping that something would jump out at me from that info, but it did not.

That's not the right test:

See Services> ShieldsUP! if the link is actually directing you to the UPnP test.

In any case you should try UserNameIssue's suggestions!
