Time and date animation not working

Hey guys, i've noticed this problem in the task bar: if you roll over an icon on the right an animation with a light underneath goes on; this happens for the 3 icons left to the clock but the clock animation isn't working, it just goes on and off when you roll over/away.

Is this a bug in w7 or mine is broken?

Mine does that too so I wouldn't call it a bug.
