Time on Windows is always wrong after using a different Os.

Hi, first of all check the TIME ZONE is correct in both Windows and Linux. Also check the Day Light Savings is set correctly. I suspect you have different time zones in Windows and Linux. Here in Indiana till a few years ago when we started daylight Savings on Eastern Time this was a common issue as some PC's were set to Central and some to Eastern so they were wrong half the time.

Likely the problem is that Linux interprets the BIOS time as GMT while Windows interprets it as local time. This article explains the situation and the solution:
