Pretty sure this is related to your GPU card do you have a control panel or other software associated to it? If you do what you will need to find is VPU Recover and disable it, this is how ATi cards do it on their Control Panel.

with an Nvidia card, asuming you have Nvidia drivers installed, right click your desktop, then click Nvidia Control Panel

Since I tried that and nothing showed up and I searched my control panel I'm going to assume I was wrong. Is Intel graphics the thing I'm looking for to disable it then? There doesn't seem to be an option for it there either.
