lol its in Japanese and they are just explaining just how to get around and use windows in general. . Its IE 6 too LOL, totally Windows XP with a modded uxtheme. Its supposedly not even from MS (actually code), but you can obviously see that some Korean company used XP to build this.

This is XP with a shell mod. Looks like one of the shell packs from crystalxp.net or maybe something similar to windows blinds or any of those other theme mod apps.

You can tell that this is XP by the behavior of the UI regardless of what it looks like.
