Do a Bing or Google search. Not sure what you mean by top dock.
If you mean applications like, "ObjectDock, or Rocket Dock," you can use Bing or Google to get a web site. Both the for mentioned are free ware and are easy to use and setup. And, can be a nice addition to your desktop. Used ObjectDock until Win 7. With the new superbar there has been no reason for me to use a docking program.

I use Winstep Xtreme and although I bought the full package (which includes nextstart, workshelf, start organizer and nexus dock ) there is a free version of the Nexus dock, which can be found here... WinStep: Desktop Themes and Customizing Windows! and its Windows 7 ready.
Also theres objectdock, although it does have issues with windows 7 in my experience with it.
And finally Rocketdock, although support for it has ceased ( I think ) its free just like nexus dock.
