Trapped in BSOD Loop (Stop Code 0xF4)

Hello everyone. As the title says my computer recently got stuck in a BSOD loop where it will blue screen, attempt to repair itself, try to start up windows, and blue screen on loading. It doesn't blue screen in safe mode, however I can't load control panel or device manager to check if it's a driver issue because there's no start menu and it crashes trying to open it in command prompt. I can't run the DM log collector because it won't load past the windows logo.

Hello. I'm having trouble getting being programs to run in safe mode. When I opened Malwarebytes it froze and then crashed task manager.

Edit: Just got a werfault.exe error
