Trouble with opening/forwarding port

I want to open port 5222.
When I go to this website it tells me port 5222 is closed on my connection.

I went to my router and added a custom TCP/UDP service for port 5222.
I went to Windows Firewall, Advanced Security, Inbound Rules, and added a New Rule to enable port 5222 for both TCP and UDP.

Yet this website is still telling me port 5222 is closed.
Is there anything I'm missing, or have I been doing it completely wrong? I need help.

Have you done IP reservation in your router for port-forwarding?

Port 25 is an example of a Port that is often blocked by an ISP in an attempt to prevent malicious activity or programs that hog bandwidth, read more here. You may call your ISP to find out..... or it can be that your router has an outdated firmware. In some occasions, a router is the culprit and changing to a different one helps.

Enabling DMZ in your router might be another option for you but it can be risky as you're exposing your computer to unknown sources (i.e. hackers).
