Sounds like a texture problem. Try uninstalling and reinstalling the game.

I had it on my old AMD 4*** Series, gave me artifacts on Football Manager and nothing else. I ended up buying a new one. Like I say it's only possible, not definite.

It is possible. I heard TCNYC no problem with this on NVIDIA graphics cards. Is it true?
