TruestedInstaller.Exe starts by itself (AutoUpdate is OFF)

Hello all
I have an interesting problem. TrustedInstaller tries to Install different language packs itself altough windows update is OFF and I do NOT give any order or install any program to do such a thing.
It extremely slows the PC. It causes a lot of freeze. By the way imposible to be a virus, I am using nod32
Here one of the event viewer logs:

So I after shut down pc, It gets message "configuring PC please do not shut down".
Do you thing what is the reason. It

TrustedInstaller is used by many services, not just updates.
the other thing looks like you requested the language pack before turning updates OFF

where did you get your install media

need to see the output from the other tool

have you installed any language packs on your system.
As your running Home premium only the default language is allowed
UNINSTALL THEM
REBOOT

please download the current IE11 from here
http://windows.microsoft.com/en-in/internet-explorer/ie-11-worldwide-languages
(if you do not want/use IE11 you can uninstall it later)
DO NOT INSTALL IT YET

run updates

Probably you had the point. I uninstalled İE11. While uninstalling from command window, It deleted some language files. I will send log files as soon as kb947821 finishes
