DOSBox
Use DOSBox for all DOS-based work on Windows. It runs Turbo C v3.0 just fine. (Though you ought to really start using a newer version, like 5, or better compilers)

Well... mount c command. Run TC by writing TC\BIN\TC.EXE after changing drive to the C: one.

You can use newer version of C Plus Plus Compiler.
