I was wonder I have an S-Video plug on my laptop and a Scart-to-S-Video converter for my TV. I also have the S-Video cable.
Would I be able to stream the TV through to my laptop with this as on the TV converter I can switch between output and input?

REP will be given.

Simple answer: NO

You can use your S-Video cable to use the TV as a computer display, but receiving the signal from TV to computer using scart or S-Video is impossible.

For the computer to be able to receive TV signal, it needs to have a TV receiver adapter. The signal is then received using a coaxial cable from antenna output (wall or external receiver like cable / satellite receiver or video recorder).
