Tweak programs are there any?

Are there any tweaking programs for windows 7 that administrators can use to do things like remove network places icons tweak backgrounds and other things easier then doing them in policy's?

Windows Club has Ultimate Tweaker 2 & 3 for Windows under W10; UWT4 for Windows 10 -- check 'em out. However, make sure your OS and Data partition backups are always current and reliable in their restore! UWT if handled like a tourist will have one reaching for the Windows DVD install.
