Solved Twin Outlook 2007, but only one can send

Here's a genuine puzzle:

I have two identical versions of Outlook 2007, running on two machines with Windows 7

Both configured for the same email account: same ports, same servers, same everything.

However, one outlook will only receive emails. When I attempt to send, and the email is still in outbox, it now includes the message "This email has not been sent. This email will be sent by [and then the name of my provider]". Weirdest of all: the nonsending account still tests fine. During send and receive, no error message appear; all sends and receives get the green check mark.

WTF??

Additional information about outlook twin not sending

I tried an experiment: rather than generate a new email, I replied to one of the test emails that came directly from my outlook set up. Result: it went through! I can only think that the problem lies within the emails themselves, and then only the new ones. I compared them to a reply and their properties looked the same.

WTF, WFT??
