Welcome
The firs part is easy
Just type windows live in search, when it pops up, just right click and send to documents. Then drag to desktop.
Im working on the second part now.

For the second, see if an sfc does the trick
http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html

HOWEVER
Before doing anything, run a full updated virus scan
If you can download and run a full scan with malwarebytes.
The fact that you cannot download may indicate a virus or malware.

I've never had any experience with wupload to know how it works so I'm not sure if DownloadThemAll! will do it. I suggested it based on that you said you wanted to download from links.

Internet Download Manager (IDM) is a software I use and it doesn't just manage downloads, it makes downloads faster. It sends the request multiple times and downloads different parts of 1 file and creates it into the single installer or file you would usually get with any other download.
As far as I know, IDM does not have Windows 7 support and only works with XP or Vista, try using compatibility mode of you have a desktop shortcut for the program.
