two peculiarities of Windows Live Mail 2011 need fixing

1. Quite often it takes a second opening of W.L.M. before received emails show their content in the BODY rather than as an attachment;
2. Sometimes the W.L.M. display stays on the screen after closing W.L.M. It can be 'wiped' (like an eraser on a blackboard) by means of a DOS window.

You could try a repair of WLM.
Go to programs and features> Click Windows Live Essentials and you will have an option to uninstall or repair all of the Windows Live Essentials programmes.

I have previously tried to both repair and re-install it, but repair and uninstall do not complete - can't be done.

Sounds like 2 more for a total of 4 (so far). There may be other problems with your system.
