UAC no access

i have a windows 7 pro on my hp lap top i am unable to access user account settings. i click on the link, screen flashs once but no user accounts. i am the administrator, but i cannot change setting as no longer got access. its simply disapeared. help

How are you trying to access UAC?

Type UAC into the search box on the Start panel. Click on "Change User Account Control settings" That should open it for you.;)

Ooop, sorry are you looking for "User Accounts" or "User Account control settings"?

Paste this in to your Explorer Address bar and press enter: Control Panel\User Accounts and Family Safety\User Accounts

i am trying to change user "account control settings" via control panel user acounts.
when i click on it the screen blinks then nothing else. i was able to do so earlier in jan when i first got compter, but now clicking on link has no effect.
there is only one account that being mine the administrator.
I tried making a guest account as administrator and logging on as such, but still
no responce. from the internet, there is a similar issue on the microsoft site,
around the uac settings, that being as a result of office 97 adjusting registry
can anyone help as this is tricky i simply can no longer access " change account control setting"
