Flaw is still fully fixed for me (panda free av), try completely uninstalling panda using this link below and then reinstalling the latest version.

I'll try, but in the meanwhile can you try downloading false positive GlassCmd from Glass CMD for Vista and Seven by komalo on deviantART ?
When extracted GlassCmd.exe gets caught by Panda Free (the problem is this exe is compressed with UPX http://upx.sourceforge.net/ detected as a false positive by Panda), then choose to Eliminate it. Now restart Windows or re-login. Here UAC gets reverted to default settings and also that NoDrive registry key.

However I've opened a bugreport on Panda site: Panda Security Forum - View topic - Panda bugs still unfixed (UAC default settings and NoDrives)
but since I got no reply for 6 days I uninstalled it in favour of excellent (at least for competent users who are not afraid of AV detailed user-interaction) QiHoo 360 Internet Security (I already used for 1 year)... and I don't think I'll switch back to Panda in the near future.
Thank you for your help and support, let's see in the future if other users (or I myself) will add new comments here...

If you looked at av comparatives or avtest, or even doing your own testing, you would see the protection is way less for what you are using now.

With that antivirus, its better to just use MSE. (Microsoft security essentials)

Yep, QiHoo 360 is totally free and one of the very best. It also uses Bitdefender engine BTW. What I like most is the detailed reports it gives and quickscan speed (40 secs): is the only one to correctly detect logger in real-time warning you task X could record your input, or reporting suspicious registry edits -PUP software changing browser home-page modifying registry icon reference- during installations ALL others accepted quietly... The drawback is that I'd recommend it for expert users, since these kind of alerts interaction could scare Windows newbies who don't understand what it means, even if there is also a "automatic" option to let the AV think for you...
It also offers some unique features like SandBoxed tests with applications etc.

What I dis-like in excellent products like Panda Free or Bitdefender Free is they are very intrusive, usually cause strange issues with firewalls, too restrictive against apps (e.g. with Bitdefender free installed you can't run Clink decently, and there is no way to exclude the "protection" since no task gets reported to be added to the whitelist: it simply doesn't work anymore) and the like... The fact Panda Free didn't even ask me what to do and silently reverted UAC to simple Default settings (big security risk!) + innocent registry key reverted to default was enough for me.

Yes, give it a try. You'll be surprised by this excellent totally free Chinese AV I discovered 1 year ago.
Has good reviews (and YouTube real-test videos).
