uac shield missing next to run as administrator

I am unable to run any program in my accessories folder as run as administrator located on my desktop from the Start menu-Accessories. However if i go through windows explorer on my hard drive i am able to run as administrator any program in the accessories folder and the UAC shield is present. Why am I unable to run as administrator from the accessories folder in the start menu from my desktop. I noticed the UAC shield is missing next to run as administrator when I right click a program for options. This is only in the start menu-accessories folder from my desktop. When I right click a program in the accessories folder and select run as administrator I get this message. This file does not have a program associated with it for performing this action Please install a program or if one already installed create an association in the default programs control panel. This does not happen from the hard drive.I tried and copied a shortcut example the command prompt which has the uac shield next to run as administrator option. When I move it to the accessories folder that is in the start menu on task bar I noticed that when i right click the uac shield disappears and unable to run as administrator. Not sure why it is happening from my start menu on my desktop. Other programs in the start menu have the UAC shield next to run as administrator when I right click the program.
Does anyone know why the UAC shield is missing next to run as administrator on programs in the accessories folder (only from the start Menu) and not on the accessories folder on the hard drive and how do I fix this. Apologies for the long post.

Hello Starheaven, and welcome to Seven Forums.

There is a issue that seems related to what you described when the IsShortcut registry key is removed trying to remove the shortcut arrow using the improper XP method. As a test, download and merge the lnk (LNK) option in the tutorial below and restart the computer to see if that may fix this for you.

If not, then you can do a system restore using a restore point dated when you did not have this problem to hopefully fix it for you instead.

I tried the file type associations and this did not fix the problem. I also went back a few weeks with system restore and it did not correct the problem.

Do you know what might restore the UAC shield next to the run as administrator option when right clicking a program. It is there when accessing the hard drive via explorer but is missing when accessing the program within the accessories folder in start menu on desktop. Maybe the admin privileges are messed up. I might try and create another administrator account and see if it corrects the problem. The other option maybe is to try and repair windows 7 from the installation disk.

Yeah, I would create a new administrator account to see how it works while logged on to it.
