Solved Unable to access paypal

This might not be the wright place to post this but
On my computer I am not able to access a specific website and that is paypal.com
I always get the same error

"Secure connection failed Error code: ssl_error_rx_record_too_long"

This isn't a browser issue because nobody was able to help me at the mozilla support forums,and I get the same error with any other browser I try(Error:404 with internet explorer).Obviously there is something in my computer that is blocking me from using paypal.com
I cleaned my registry.
I ran a full PC scan with security essentials.
I ran a deep scan with malwarebytes.
I ran disk cleanup.

It certainly has nothing to do with my internet,or IP because on another PC with the same connection papal is accessible.

Pulled this from one of the articles.

IF you are using Windows you could try a couple of things. open a command prompt (Start -> Run -> cmd.exe), and type "Ping paypal.com" without the quotes, and hit enter. If result is 3 packets sent, then your computer is able to find the paypal.com website. But if all packets are lost, then something is not right.

Second thing to try is to see what IP address your computer is finding for Paypal.

At the command prompt type "NsLookup.exe paypal.com". It will either come up with an address or an error message. If an error about "no info found" then something DNSish has gone wrong. If it does resolve an address for Paypal.com, that doesn't mean it is the right one though.
If you do try these suggestions, report back results and we can see where to go next.
