Unable to create a homegroup

When I go to Control Panel/Network and Sharing Center and I click on Homegroup, I'm given the option to Join to an existing network but not create a new homegroup, however this is a single PC with no other LAN clients connnected, how can I fix this? thanks

But why would you have a homegroup on a single PC? Did you use to be on a homegroup before? Is your LAN set a home/private/work?
