Unable to find File ERROR, when run as Administrator - UAC

Hello everyone,
Hope you all doing good, I'm unable run any executable which requires exclusive administrator rights, e.g. Regedit, gacutil lusrmgr etc. I have tried to create the new user account but get the same file not find error message, Please find the attach screenshots

Unable to run Sfc/ scannow as well, It says, Access is denied, if i try to run by Run as Administrator above mentioned error message comes up

Yeah, it is a little bit UAC enabled administrator account which i've been using since i installed windows more than a year ago

p.s. Unable to Edit UAC settings too, when i try to change, Same above message appears

Okay try to disable UAC.

As that wont let you REG Edit.
