I can't format my partition, the format option is grayed out

If thats the partition you are working from, you cant format it. Also make sure its unmounted. You can always Burn an Ubuntu live CD, which has the Gparted Partition editor with it, then boot from it and format all you like.

You cannot format using that option. You cannot format a drive that is being used. If you want to format, so that you can install windows 7. You will get that choice, if you boot up from the 7 DVD and choose the custom install option.
There are other methods such as using the appl gparted.

Now i want to extend my windows7 installation to the unallocated 353GB but the option is greyed out

Try the free application gparted, as suggested above. Its free and recommened by many on this site.

Ok... download gparted, burn the ISO, boot from the ISO disk and proceed with format... Now install Windows 7 as normal....

I think he has win7, but wants to extend the parition with the new free space that was created when he formatted the vista partition.
Sorry, thats not possible, as you would have to format the whole drive to do that.-
