Unable to login to windows, black screen with only a mouse pointer.

My hard disk has bad sectors and I have encountered blue screen a few times

Today I start my PC and at the point where the windows login screen (the screen where it ask user to enter password to login Windows 7), the whole screen is black, I could only see my mouse pointer.
There is also one time after entering the login password, it just stay at the screen that display the text [Welcome] and the turning circle loading forever.

Q1 What can I do now?

Q2 Is there a way to save some of the files that are inside the disk? (maybe unplug the disk and put into another PC, or access through DOS ?)

The best way is to plug the HD into another PC or a USB drive dock and pull the data that you want to save from the drive.
