Are you on administrator account or standard account? Is it possible that this feature is somehow blocked from your account?

Are you able to right click on desktop?Make sure a key named 'NoViewContextMenu' doesn't exist with value 1 at these locations-
Code:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ExplorerHKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
If they do, delete them or change their value to 0, reboot and try right clicking again.

Thanks for the help, none of these worked.

System scan gave no results

Searching WEI gives the (change time properties) so must be missing

and could not find that value within /policies/

I guess i'll try a repair install

As a work-around, simply open a Windows Explorer window, and paste in the address bar (press ALT+D):

Control Panel\All Control Panel Items\System

then press ENTER. The System information screen will appear.

A note for others here looking for answers. When you type in WEI into the search, yes the change date and time pops up first in search, Check The Windows Experience Index is the 3rd one down for me.

Brilliant! I could not Right click computer and select properties to open PROPERTIES! This worked though, I was trying to disable the page file system as I have 12gb of ram and about to upgrade to 4gb sticks, so 24 should prevent the need for any. Wow, I searched all day for this thread and kept getting "How to set virtual ram", thanks for your time in the forum your help is much appreciated. I was having other issues and did a chkdsk, i'm guessing that it wrecked some of my file system in the repair process. Typical, I expect no more from microsoft really.
