Just a few random thoughts that might help. Not much info to go on.
- Did you recently install something (new program, updates, etc) that caused CP/taskbar issues? Uninstall.
- Did you have recent malware problems? Run full scans with your AV and free Malwarebytes.
- Have you tried System Restore to a date/time prior to issues?
- Have you checked for damaged or corrupt system files? Use option two this tutorial from elevated command prompt. If problems are found run scan 3 times rebooting after each scan.
It would help if you filled in your system specs (top menu bar any forum page > User CP > Edit System Spec left column.) Also helpful to know how long this problem has been going on and how you first noticed it (did it happen while you were on the computer doing something or did you shut down the machine and there it was the next time you powered back up?) Please post back if anything above helped or not.

Have you tried changing the Desktop Background by right clicking on a .jpg image and in the context Menu clicking on "Set as Desktop Background"?
If not then please try that and check if you get a better background by doing so.
After that open the Run Dialog Box (Windows Key+R). Type "control.exe" in the text box without the inverted commas and press OK. Does the Control Panel open now?
