Unable to "see full map"

If I go to Network and sharing, and click on see full map I get: Windows cannot discover any computer or device.
I do have "turn on network discovery" enabled in advanced sharing settings.
I have a book that says network discovery has to be turned on and group policy has to be enabled but it's not in Windows. You have to download "Remote server administration tool"?

I'm using Windows 7 64bit Home Premium
