Unable to set network parameters

Hello everyone,
I have a weird problem when I want to enter my IPs parameters.

In the "Network Lan Properties" of my network card, when I select "Internet Protocol Version 4 (TCP/IPV4)" the button "Properties" is disable thus I can't enter the IP address, Netmask and Gateway. I tried to disable IPV6 and reboot but it went without any success.

To be honest, I don't know where to go to setup network parameters and I need your help.

OS Version : 6.1.7600
Windows 7 Ultimate 32 bits

First we could use info aboout your system. Could you fill in the system specs (lower right corner)? also 32bit or 64, clean install or upgrade? Is you logon account a standard account or admin?

All of my systems still run fastest on XP 32-bit for the most part. Win7 is fun to play with, but I still prefer XP for raw speed, security, and functionality.
Sure, I filled what I think was relevant for the problem, the ones left blank I simply don't know the answer and I don't think it will change anything but if you really need the video information I can dig it out.

My windows is 32bits since the processors doent't support 64bits (Yes, I tried ;o)
It was a clean install on a disk I repatitioned in the process.
My account is the only one configured in the system and is part of the administrators group.

Thanks Sup3rsprt for your help but I do not want an alternative way of doing things, I want to know why my way doesn't work. If your car is broken you can still take the bus but it wouldn't be your preffered choice :p. I already find a way to configure the network adresse, netmask and gateway, I downloaded Sony network utilities to do so but even though it works it doesn't fix the original problem. But anyway, I bookmarked the page because the information is relevant and because I did not know how to do it with the command line and I feel it is capital to know. Again, Thanks.

Now, how can I fix my problem? :D

Well, a bit late to post update on this situation but to anyone who could have the same problem, there was something wrong with the installation! I reinstalled Windows and never had the same problem, ever!
